Organizing Section H

The synopsis for the SF330 usually contains guidance from the agency – generally written as “Selection Criteria” – on what content to include in Section H, Additional Information. Using the synopsis, create an outline of your Section H, per the requirements they included. Follow the order of the Selection Criteria in your Section H – if Criteria 1 is Professional qualifications, that should appear first in your response; if Volume of DoD Contract Awards is Selection Criteria 6, it should appear as your sixth topic in the document. Most often the Selection Criteria include these topics:

  • Professional Qualifications
  • Specialized Experience and Technical Competence
  • Capacity
  • Past Performance
  • Management
  • Quality Control
  • Small Business Participation
  • Locality and Geography
  • Volume of DoD Contract Awards

In addition to these required narratives, we always like to include an introduction or executive summary at the start of the Section H to highlight the team members, unique experience, and value propositions. If we have the page count, we also like to add a thoughtful conclusion – a short summary of what our team offers, before adding the Section I signature block. Sometimes, if a Section H has a good deal of information, a table of contents on the first page to help reviewers navigate to the section they most want to read can be helpful. It also works as a compliance check for your team to see at a glance that you have addressed all of the required criteria.

Highlight your Win Themes

It is tempting to start with boilerplate for some of these topics, but with page limits added to the response, boilerplate is not going to make the impact you need it to. The Section H is the location in the SF330 where you can accentuate your win themes through highly detailed, precise and concise content. We often don’t have the luxury of presenting a five-page quality control program, nor do the reviewers want to read a five-page plan. What are the most important highlights of your plan? How can you demonstrate that it has worked successfully before? What makes your program stand out from others?

For the technical narratives required in Section H – past performance, management, quality, experience, etc. – you should develop specific with themes that are woven into the narrative.

  • What benefit will they get when they work with your firm?
  • Is your management approach strong enough to execute the task orders they require?
  • How have you proven this?
  • Is your specialized experience stronger than your competitors?
  • How can you demonstrate your unique expertise at the start of the section?
